Each Chapter of MAA2 features a task list of missions to accomplish as you progress. Completing each individual task will net you some experience and a reward, while completing all of the tasks will earn you a 3 star villain as a playable character.

Tasks do not need to be done in any particular order to earn the character. Due to needing to complete the chapter on Heroic Difficulty it is likely the tasks won't be completed before having a full team of level 30 heroes.

Completing all 23 Tasks of Chapter 2 will reward you with:
